The Collapse of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are waged: positive announcements are issued from different nations. Immense energy is expended on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from across the border, a capability provided through current data. From witness perspectives, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – modern combat jets provided to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through allied countries. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to sober acceptance: maybe the approaching threat won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.

Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, damage and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on external assistance – a reliance that regional partners are evidently unprepared to replace in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, endure.

Tactical Assessments

It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a principle well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unfeasible to compel Moscow to abandon the areas that it currently occupies in Ukraine's south or east.

The issue is that while acknowledging this situation, Washington does nothing to deter Moscow, through diplomacy or military means, from believing that the status quo will not change more in its benefit in the coming year.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but avoiding a total frontline collapse until situations evolve in its advantage.

Present Conditions

Factually, there are no actual prerequisites for a armistice. Now, personal considerations are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
